Yes, iot's very quiet here, even compared to what it used to be, but there are still some places you might like to try.
You can see if you can find more people you'd like to friend at addme_fandom
For Doctor Who things, there is doctorwho, dwfiction & tardis_library. For DW prompts, dw100 (weekly drabble challenge). I used to have some DW prompt comms & fests but they are pretty inactive, though. Although I am the mod so if you want to claim a table at Allsorts, it is not like I'm not still here to let you: who_allsorts, who_guestfest & who_straybunnies
More generally, you can find yourself some icons for use when commenting & posting (even on a free account you get up to 15, is it? 13?) at fandom_icons & icons (for starters; you can probably also find some at doctorwho or dwfiction).
Obviously, you're part of Yuletide already, so you know you can add yuletide and yuletide_admin for updates (yuletide is also often a place where people advertise about other events).
For prompts, the main active ones, which are good fun, are all the bingos - I like genprompt_bingo, hc_bingo, trope_bingo & ladiesbingo particularly but they will all usually advertise on fandomcalendar at the start of new rounds. (genprompt_bingo is especially nice because it's always ongoing & more laidback.)
For individual fests & exchanges, they will advertise on fandomcalendar again, but a fun one is intoabar, which is a crossover event where you choose one character, then at least 1 other fandom you can write & they randomly select from that who your character will meet in a bar.
But it has got so quiet, that the key lies in gradually building up your flist (circle), because comm life is not what it was back in the day on LJ!
